DILG issues show cause orders to 2 barangay chairs for ECQ violations

The Department of the Interior and Local Government (DILG) has issued show cause orders to two barangay chairmen for alleged violations of enhanced community quarantine (ECQ) protocols.

Barangay Chairman Leny Leticia Glivano of Barangay Libis in Quezon City is being investigated for organizing a parade on April 9, which is considered a prohibited mass gathering.

DILG Secretary Eduardo Año stated that the parade caused many people to gather in the streets, disregarding strict physical distancing and potentially spreading the virus.

Glivano was asked to explain within 72 hours why she should not face administrative or criminal charges for her actions, which also led to a reprimand from Quezon City Mayor Joy Belmonte.

Additionally, Barangay Chairman Brix John Reyes and barangay councilors Romualdo Reyes and John Cris Domingo of Barangay 129 in Caloocan City are facing show cause orders for their alleged involvement in an illegal cockfight.

These Caloocan City officials have 72 hours to explain why physical distancing protocols were not observed in their areas.

The DILG is coordinating with the National Bureau of Investigation (NBI) for possible criminal charges against the barangay officials involved.

The DILG emphasized that local government units (LGUs) are mandated to enforce prohibitions on mass gatherings and ensure the promotion of health and safety to prevent the spread of COVID-19.
