The Department of Education (DepEd) and Department of Budget and Management (DBM) have signed the implementing rules and regulations (IRR) for Executive Order 174, establishing an expanded career progression system for public school teachers.
This new system aims to address the slow promotion processes for teachers by replacing time-based promotion and natural vacancies policies, offering two distinct career paths: Classroom Teaching (CT) or School Administration (SA).
Teachers can advance through the CT Career Line up to Master Teacher V (SG 22) or the SA Career Line from School Principal I up to School Principal IV.
A teacher qualifying for Master Teacher I can choose to remain in classroom teaching or transition to school administration, with the option to switch career lines during their career.
DBM Secretary Amenah Pangandaman stated that the signing fulfills President Ferdinand R. Marcos Jr.'s directive to promote the career advancement of Filipino educators.
Pangandaman led the signing ceremony, which also included Education Secretary Sonny Angara, Congressman Roman Romulo, Civil Service Commission Commissioner Ryan Alvin Acosta, and Professional Regulation Commission Chairman Charito Zamora.
The DBM has allocated P6.1 billion for this expanded career progression system, which is set to take effect next year.
