Under the proposed legislation, at least 30% of FMR funds will be specifically allocated to rural areas experiencing high poverty rates.

The remaining funds will be directed towards identified regional growth corridors, major commodity production zones, fisheries development areas, livestock clusters, and geographically isolated and disadvantaged areas (GIDAs).
