Contractor couple disqualified as state witnesses for DPWH scam involvement

Contractor-couple Pacifico and Cezarah Discaya have been disqualified from becoming state witnesses due to their alleged uncooperative behavior and extensive involvement in anomalous Department of Public Works and Highways (DPWH) projects, according to Assistant Ombudsman Mico Clavano.

The couple's refusal to cooperate in the flood control investigation means they are now leaning towards being classified as hostile witnesses.

As a result, the Discayas may face charges for crimes such as malversation of public funds and falsification of public documents, with the Ombudsman prepared to move forward with cases against them.

The Discayas are believed to have participated in over 4,000 bids nationwide and were involved in various schemes within the DPWH.

The Bureau of Internal Revenue (BIR) has also filed P7.1-billion tax complaints against the couple, stating they never divested from their firms.

The couple must now confront the government's efforts to hold accountable all individuals implicated in the infrastructure project irregularities.
