BuCor reviews security after ambush attempt on Chinese inmate

The Bureau of Corrections (BuCor) is reviewing its security policies and intelligence units after 11 armed men ambushed authorities in an attempt to rescue a detained Chinese inmate.

The ambush targeted a Bureau of Jail Management and Penology (BJMP) vehicle transporting Hu Yang, 37, who is accused of car-napping, illegal firearms possession, and alleged links to a notorious kidnapping syndicate.

Hu Yang is also wanted by Chinese authorities for his involvement in a kidnapping case in China.

The assailants, reportedly led by Chinese nationals, opened fire at the BJMP vehicle in Parañaque while Hu Yang was returning from a court hearing.

BuCor Director General Gregorio Pio Catapang Jr. ordered the review to identify vulnerabilities and implement more stringent protocols for the transport of high-risk detainees.

Catapang himself was the target of an assassination attempt along the Skyway in March 2024, an incident he believes may have been orchestrated by his predecessor.
