BI welcomes Tarlac court ruling voiding Alice Guo's birth certificate

The Bureau of Immigration (BI) welcomed a Tarlac court ruling that declared dismissed Bamban Mayor Alice Guo's birth certificate void, seeing it as a "landmark victory" against identity fraud.

Immigration Commissioner Joel Viado stated that the decision strengthens the government's efforts to protect the country's sovereignty, borders, and institutional integrity.

The Philippine Statistics Authority (PSA) disclosed that the Tarlac City Regional Trial Court Branch 111 voided Guo's birth certificate on September 24, 2025.

The PSA and the Office of the Solicitor General had filed a petition to cancel Guo's birth registration on July 4, 2024.

Viado emphasized the BI's commitment to preventing the compromise of the nation's civil registry and identity system, stating the ruling sends a message to foreign nationals attempting to illegally acquire Philippine documents.

This development follows reports of the National Bureau of Investigation filing 70 criminal complaints against Guo and her relatives.
