BI issues lookout bulletin for 35 individuals linked to flood control projects

The Bureau of Immigration (BI) has placed 35 individuals linked to alleged anomalous flood control projects on an immigration lookout bulletin order (ILBO).

BI Commissioner Joel Anthony Viado confirmed that the BI received the ILBO on September 3, with the order originating from Justice Secretary Jesus Crispin Remulla.

The ILBO was issued upon the request of Senator Rodante Marcoleta, chairman of the Blue Ribbon committee, and Atty. Rodolfo Noel S. Quimbo, director general of the Blue Ribbon Oversight Office Management (BROOM).

The inclusion of these individuals on the monitoring list stems from the gravity of the allegations and the ongoing investigation, with a strong possibility they might attempt to leave the country to evade legal processes.

Among those named on the list are Cezarah Discaya, Ma. Roma Discaya Rimando, Allan Quirante, Alex and Raymond Abelido, and 30 other individuals.

Commissioner Viado clarified that the ILBO is solely for monitoring and does not automatically prevent individuals from leaving the Philippines.

Immigration officers are mandated to verify with relevant government agencies for any new orders concerning the subjects if they attempt to depart.

They are also instructed to gather pertinent travel information about the subjects to assist in the ongoing investigation.
