PAOCC says suspended mayor Alice Guo is principal figure in POGO

The Presidential Anti-Organized Crime Commission (PAOCC) considers suspended Bamban, Tarlac Mayor Alice Guo a principal figure in illegal Philippine Offshore Gaming Operators (POGOs).

PAOCC spokesperson Winston Casio stated that Guo might qualify as a state witness if she can identify individuals higher up in the criminal conspiracy or explain the source of funds for the Baofu compound.

However, Casio clarified on Saturday that Guo does not appear to be the least guilty person involved, and is currently the highest identified individual within the criminal group.

This finding would disqualify her from being a state witness, as one of the requirements is that the accused must not appear to be the most guilty.

Guo's lawyer denies her involvement in POGO operations, stating she was only the former owner of the land leased to Zun Yuan Technology, a POGO company, and previous president of the lessor, Baofu Land.

There is also mounting evidence that Guo is actually a Chinese national using a 'stolen identity' to pass as a Filipino citizen.
