Pasay City Mayor Emi-Calixto Rubiano urged fellow mayors to provide accommodation for stranded residents near the Ninoy Aquino International Airport (NAIA).
Rubiano noted that some local government units (LGUs) are reportedly unprepared to accept stranded individuals returning to their areas.
