OCD seeks NDRRMC law amendments for efficient decision-making

The Office of Civil Defense (OCD) is seeking amendments to the law establishing the National Disaster Risk Reduction and Management Council (NDRRMC) to streamline decision-making processes.

Currently, major decisions require a full council meeting involving 41 government agencies and five private sector representatives, which OCD Administrator Undersecretary Ariel Nepomuceno believes can be more efficient with an executive committee.

The OCD also aims to enhance the country's early warning system in collaboration with the Department of Environment and Natural Resources (DENR) and the Department of Science and Technology (DOST).

Nepomuceno highlighted Thailand's nationwide warning system, featuring over 600 towers equipped with sirens and public address systems providing regular updates during emergencies.

To bolster disaster resilience, the OCD plans to launch an educational campaign targeting youth, local government units (LGUs), and disaster responders in partnership with the media.

The initiative emphasizes empowering LGUs to take proactive measures such as investing in rescue equipment like rubber boats, recognizing their crucial role as first responders.
