Marikina officials charged over alleged procurement irregularities

Marikina City Mayor Marcelino Teodoro, his wife Marikina 1st District Rep. Maan Teodoro, and four others have been charged with administrative and criminal complaints at the Office of the Ombudsman over alleged procurement irregularities in office and school supplies transactions.

Businessman Rico G. Mariano filed a complaint alleging that officials violated Sections 3(e) and (h) of Republic Act No. 3019, the Anti-Graft and Corrupt Practices Act, and Article 217 of the Revised Penal Code on malversation of public funds.

On Monday, March 10, Mayor Teodoro said that he and his camp will cooperate with the Office of the Ombudsman (OMB) regarding the investigation into these alleged irregularities.

Mariano claims he was used as a front supplier by former Barangay Sta. Elena kagawad Marie Joy G. San Juan to siphon funds from Marikina City’s coffers, with him collecting P26.75 million and depositing it into San Juan's account, who then allegedly remitted the money to Mayor Teodoro and his wife.

The complaint also alleges that Mariano was directed to issue manager's checks worth P9.58 million in favor of Maan Teodoro when she held no government position at the time.
