Marcos appoints Atty. Francis Juan as new ERC chief

President Ferdinand Marcos Jr. has appointed Atty. Francis Saturnino Juan as the new chairperson and CEO of the Energy Regulatory Commission (ERC) starting August 8, following Monalisa Dimalanta's resignation on July 14.

Atty. Juan, with extensive experience in regulatory affairs, particularly in operationalizing the wholesale electricity spot market and promoting renewable energy development through tariff reforms, will lead the ERC towards more efficient, transparent, and pro-consumer decision-making.

Alongside Juan's appointment, Marcos also named lawyers Amante Liberato and Paris Real as new ERC commissioners to replace retiring Commissioners Catherine Maceda and Alexis Lumbatan who stepped down on July 10.

Liberato, a certified public accountant with strong background in fiscal management and regulatory policy, and Real, a seasoned litigator focusing on legal integrity and consumer protection within the ERC, will support Juan's leadership.
