Manila investigates 2022 motorcycle donation from Qiaoxing Volunteer Group

The City Government of Manila confirmed on Saturday, March 1, 2025, that an investigation by the Philippine National Police (PNP) is underway into a 2022 donation of motorcycles from the Qiaoxing Volunteer Group.

The probe was initiated due to questions surrounding donations from foreign entities and non-government organizations.

In September 2022, City Administrator Bernardito Ang referred the deed of donation to Manila Mayor Honey Lacuna-Pangan's office, with the City Legal Officer and the City General Services Office reviewing it.

Ten Sinski motorcycles—nine 2016 models and one 7-year-old model, valued at P145,000 in total—were donated for use by the Manila Police District (MPD).

The turnover ceremony was the only interaction between Mayor Lacuna-Pangan and Wang Yongyi of the Qiaoxing Volunteer Group.

Mayor Lacuna-Pangan emphasized that no cash donations were made beyond the motorcycles and there have been no further interactions since 2022.

The city government remains committed to transparency in its dealings, stating it will continue to verify the operational status of the donated motorcycles.
