Pimentel calls Duterte's killing joke a sign of mental health issue, urges DOJ-NBI probe

Duterte made these remarks during the proclamation rally of PDP-Laban senatorial candidates, emphasizing his previous use of violent rhetoric that earned him the moniker 'The Punisher'.
