Duterte signs memo allowing advance payments for COVID-19 vaccines

President Duterte signed a memorandum allowing local and national governments to pay more than 15% of advance fees for procuring COVID-19 vaccines.

The President reminded government entities to ensure that any purchased vaccines are safe and effective, emphasizing the importance of due diligence.

House Speaker Velasco welcomed this move as it will help LGUs transition towards normalcy and support economic recovery.

Duterte also certified as urgent bills establishing a vaccine indemnity fund for those experiencing side effects from taking the vaccine.
