DICT Sec Uy leaves office after boosting digital IDs, eGovPH app, fiber backbone

Outgoing Department of Information and Communications Technology (DICT) Secretary Ivan John Uy has led key developments for the Philippines' digital infrastructure, generating around 85 million digital national IDs since his appointment in 2022.

These digital IDs have been used in over 100 million transactions as of February 2025, improving access to public and private services and reinforcing digital trust in governance.

Under Uy's leadership, the DICT also developed the eGovPH Super App, an integrated platform with about 11 million users and over 440 million transactions facilitated by the E-Government Data Exchange Platform (eGovDX), simplifying government transactions.

Additionally, Uy oversaw the launch of the initial phases of the National Fiber Backbone, a nationwide initiative aimed at enhancing broadband connectivity across provinces and data centers.

DICT Undersecretary for eGovernment David Almirol Jr. highlighted that these initiatives have significantly improved the Philippines' position in global digital governance rankings, with the country climbing from 80th to 49th place out of 193 countries in the United Nations E-Participation Index.
