DBM approves staffing standards for SUC R&D

The Department of Budget and Management (DBM) has approved new staffing standards to enhance research and development capacity in state universities and colleges (SUCs), as outlined in National Budget Circular No. 598 signed on July 15, 2025.

Budget Secretary Amenah Pangandaman emphasized the importance of aligning with President Marcos' directive to ensure sufficient workforce for R&D and student support.

The circular builds upon reforms introduced in 2022 under NBC No. 589 by establishing specific provisions for technology transfer, patents, academic publications, and staff support for research programs.

Phase II aims to make SUCs more effective in research, community service, and addressing social challenges, as stated by Pangandaman.

The updated guidelines were developed in collaboration with the Commission on Higher Education (CHED) and the Philippine Association of State Universities and Colleges (PASUC), aligning with existing policies.

Funding for implementation will come from SUCs' Personnel Services allotment under the General Appropriations Act, with possible additional funding from the FY 2025 Miscellaneous Personnel Benefits Fund if needed.
