Comelec rejects Rosal's motion to reinstate governor candidacy

The Commission on Elections (Comelec) en banc has rejected Noel Rosal's motion for reconsideration to challenge the cancellation of his certificate of candidacy (COC) for Albay governor in the May 12, 2025 elections.

Rosal had filed an MR which the Comelec found to be a repetition of previously discussed arguments without merit.

The en banc emphasized that Rosal was disqualified based on grounds distinct from administrative reasons and aligned with Section 40(b) of the Local Government Code.

In June 2024, the Ombudsman dismissed Rosal from service for grave misconduct in reassigning department heads without justification, leading to his disqualification under the Local Government Code.

Rosal was elected governor of Albay in May 2022 and filed a COC seeking another term in October 2024 before being disqualified by the Comelec Second Division.
