CA confirms Marilyn Barua-Yap as new CSC chair

The Commission on Appointments confirmed Marilyn Barua-Yap's appointment as chairperson of the Civil Service Commission (CSC) on Wednesday, replacing Karlo Nograles who resigned to run for mayor of Davao City in the 2025 elections.

Senator Cynthia Villar highlighted Yap’s dedication to public service over three decades and her qualifications in law, public administration, and legislative reform during the committee meeting.

Before joining the CSC, Barua-Yap served as undersecretary at the Department of Agrarian Reform and was the first female secretary-general of the House of Representatives during multiple congresses.

During the confirmation hearing, Yap addressed issues such as nepotism in government appointments, civil service examinations, and retirement age, and expressed her intention to build on digitalization efforts and professionalize human resource management systems.

Yap's appointment was unanimously confirmed by the full commission after she successfully navigated through the CA panel earlier in the day.
