BIR exceeds PHP1.5T revenue target for H1 2025

The Bureau of Internal Revenue (BIR) exceeded its PHP1.5 trillion revenue collection target for the first half of 2025, marking a significant increase from the same period last year.

BIR Commissioner Romeo D. Lumagui Jr. attributed this success to strong performance in sectors such as entertainment and recreation, with excise tax collections also showing improvement.

Despite initial ambitious targets set by the Development Budget Coordination Committee (DBCC), the national revenue target for 2025 was revised downward due to a slower economic outlook, but BIR remains on track towards its PHP3.219 trillion goal.

Key sectors including arts, entertainment, recreation, administrative support services, household employment activities, manufacturing, and information and communication saw significant growth in collections compared to last year.

Notably, small taxpayers contributing between PHP3 million to PHP20 million annually showed an 80 percent increase in tax compliance.

The BIR plans to enhance efforts in collecting excise tax on illicit items and may begin collecting online gambling tax by the fourth quarter of 2026 if ratified.
