CAAP increases PSC rates for international and domestic flights this summer
Starting this summer travel season, air travelers will face higher fees at airports managed by the Civil Aviation Authority of the Philippines (CAAP), with new passenger service charge (PSC) rates taking effect for flight tickets purchased starting April 21, 2025.
Under Memorandum Circular No. 019-2025 signed on April 14, CAAP announced that the PSC for international flights will increase from PHP784 to PHP900, and domestic flights departing from international airports will now cost PHP350 instead of PHP200.
Principal Class 1 airports will charge PHP300 per passenger, while Principal Class 2 airports retain their fee at PHP200; community airports will see a reduction in fees to PHP100.
Children under two years old, transit passengers, and those denied entry are exempt from the PSC, as are overseas Filipino workers traveling abroad. The updated rates apply based on the passenger's airport of departure with 44 CAAP-operated airports implementing the changes.
Privately-managed airports such as NAIA, Mactan-Cebu International Airport, Clark International Airport, and Caticlan Airport will not be covered by these higher fees; however, they are scheduled to increase in future years under their respective regulatory bodies.
CAAP emphasized that earnings from the PSC will support their efforts to enhance passenger experience and improve airport facilities and operations.
