UP president Jimenez, ex-president Concepcion face graft raps over DiliMall project

University of the Philippines (UP) President Angelo Jimenez and former UP President Danilo Concepcion are facing graft and administrative complaints filed at the Office of the Ombudsman by UP vendors and student representatives.

The complainants accuse UP officials of violating anti-graft laws in the approval and implementation of the DiliMall project.

They allege the project was carried out without proper consultation with affected stakeholders, leading to the displacement of hundreds of vendors.

The complaint specifically questions the lease agreements with private firms CBMS Research and Management Consultancy Services and CBMS Property Company OPC.

Complainants seek the nullification of the lease agreement, citing a breach of a 2004 memorandum of agreement that prioritizes displaced vendors.
