Rolando Toledo named DBM OIC replacing Amenah Pangandaman

Budget Undersecretary Rolando U. Toledo has been appointed as the officer-in-charge of the Department of Budget and Management (DBM), replacing Amenah Pangandaman.

In his previous role as Undersecretary, Toledo was responsible for the Budget Preparation and Execution Group, overseeing the national budget's preparation and implementation.

He also served as the Functional Group Head for the Department's Operations, managing various Budget and Management Bureaus and Budget Technical Bureaus.

Before becoming Undersecretary, Toledo was the assistant secretary for Local Government and Regional Operations at the DBM in 2023.

He also held positions as director of the Fiscal Planning and Reforms Bureau in 2013 and as Functional Group Head of the Budget Policy and Strategy Group in 2018.

Toledo holds a Bachelor of Science in Business Administration from the University of the East and is a Certified Public Accountant.

He completed a Program in Development Economics from the University of the Philippines School of Economics and earned a master's degree in National Security Administration from the National Defense College of the Philippines in June 2024.
