She also cited Defense Secretary Gilbert Teodoro's remarks that the Bases Conversion and Development Authority (BCDA) model has failed, noting that the AFP earned only ₱45 billion in 26 years while losing irreplaceable strategic assets such as Fort Bonifacio.
