Sen. Gatchalian proposes moving P3B TIKAS fund to DND

Senator Sherwin Gatchalian proposed transferring the P3-billion Tatag ng Imprastraktura para sa Kapayapaan at Seguridad (TIKAS) Program fund from the Department of Public Works and Highways (DPWH) to the Department of National Defense (DND) starting in 2026.

Gatchalian cited the low completion rates and the presence of idle infrastructure projects under the DPWH, including unfinished multipurpose buildings worth P72 million and P51 million, and other PAF projects valued at P60 million and P17 million due to insufficient funding.

He pointed out several unfinished or inadequately funded Philippine Air Force (PAF) projects managed by the DPWH, some of which were reported as completed but remained unusable.

Defense Secretary Gilbert Teodoro noted that out of 944 TIKAS projects approved since 2019, only 648 have been completed.

The senator believes the DND can better implement these projects to ensure soldiers' needs are met and public funds are utilized effectively, stating, 'For 2026, we will transfer the P3 billion to the DND. What matters most is that every peso of the fund benefits our soldiers.'
