Sen Gatchalian proposes transferring P3B TIKAS fund from DPWH to DND

Senator Sherwin Gatchalian proposed transferring the P3-billion Tatag ng Imprastraktura para se Kapayapaan at Seguridad (TIKAS) Program fund from the DPWH to the DND for 2026, citing poor project implementation by the DPWH.

Several military infrastructure projects managed by the DPWH under the TIKAS Program were reported as completed but remain unfinished, with some lacking complete funding or being unusable.

Defense Secretary Gilbert Teodoro Jr. supported Gatchalian's proposal and recommended scrapping unfinished projects due to unsustainable funding.

Armed Forces of the Philippines chief General Romeo Brawner Jr. also expressed support for transferring the TIKAS Program funds to either the DND or the AFP.

General Brawner believes that transferring implementation directly to the DND or AFP would ensure faster and better-quality military facilities, as the AFP is the end-user but lacks control over planning, bidding, and construction currently handled by the DPWH.
