SC questions transfer of PhilHealth funds amid ample project funding

Supreme Court Associate Justice Amy Lazaro-Javier questioned the government's transfer of unutilized Philippine Health Insurance Corp. (PhilHealth) funds to the national treasury.

The justice raised concerns during oral arguments on petitions challenging the transfer of P89.9 billion PhilHealth funds to finance unprogrammed appropriations.

She noted that some identified "urgent" national projects, such as the Panay-Guimaras-Negros (PGN) Island bridges project and routine maintenance of national roads, were already fully funded.

Lazaro-Javier pointed out that the PGN project alone received P174.49 billion from the Export-Import Bank of Korea, in addition to allocations from the 2022 and 2023 national budgets.

She asked Solicitor General Menardo Guevarra if there was an urgency to transfer PhilHealth funds when the project was already fully funded.

The Supreme Court had previously issued a temporary restraining order (TRO) in October to halt further transfers of PhilHealth funds.
