Samar mayor faces graft raps over SAP aid distribution

San Policarpo, Eastern Samar Mayor Thelma Nicart is facing graft charges for allegedly intervening in the distribution of the P5,000 Social Amelioration Program (SAP) cash aid.

The Criminal Investigation and Detection Group in Region 8 (CIDG-8) filed complaints against Mayor Nicart for violations of Republic Act 3019.

Complainants alleged that Mayor Nicart diverted SAP benefits intended for Barangay Tanauan to other barangays because they were not political supporters.

Mayor Nicart refuted the charges, calling them "politically motivated and false" and stated she has not yet received the formal complaint.

She added that she is prepared to answer the allegations and that the case will not hinder her service to San Policarpo.

This case follows similar charges filed against village officials in Villaba, Leyte, and Maasin City, Southern Leyte, for alleged irregularities in SAP distribution.

The DSWD allocated a total of P2,980,470,000 for 548,226 families in Eastern Visayas, with a 91.97 percent completion rate for the SAP distribution.
