Rep. Barba files bill to institutionalize blockchain in government systems

A lawmaker has proposed a bill to institutionalize the use of blockchain technology across government systems in the Philippines to improve transparency, accountability, and efficiency.

House Bill No. 4075, also known as the Blockchain for Government Efficiency Act, was filed by Ilocos Norte 2nd District Representative Angelo Marcos Barba.

The bill aims to leverage blockchain's inherent features like decentralization, immutability, and transparency to minimize corruption and boost public trust in government transactions.

Representative Barba highlighted that blockchain's tamper-proof and verifiable records can streamline government services and reduce delays.

The proposed legislation would mandate government agencies to implement blockchain in key areas such as procurement, financial transactions, record-keeping, licensing, and citizen registries.

The Department of Information and Communications Technology, in coordination with other relevant agencies, will be responsible for creating the regulations and guidelines for the gradual implementation of this technology.
