PS-DBM cancels PhilGEPS membership of 9 firms linked to Discayas

The Procurement Service - Department of Budget and Management (PS-DBM) has cancelled the membership in the Philippine Government Electronic Procurement System (PhilGEPS) of nine companies linked to Pacifico and Sarah Discaya.

This action follows the revocation of the Philippine Contractors Accreditation Board (PCAB) licenses of these Discaya-affiliated firms.

According to the New Government Procurement Act (NGPA), a valid PCAB license is a mandatory requirement for a Philippine Government Electronic Procurement System (PhilGEPS) membership.

The PS-DBM named the nine companies as St. Gerrard Construction General Contractor & Development Corp., Alpha & Omega General Contractor & Development Corp., St. Timothy Construction Corp., Amethyst Horizon Builders and General Contractor & Development Corp., St. Matthew General Contractor & Development Corp., Great Pacific Builders and General Contractor Inc., YPR General Contractor and Construction Supply Inc., Waymaker OPC and Elite General Contractor and Development Corp.

Consequently, companies that fail to maintain an updated PCAB license are disqualified from bidding on government contracts.

Meanwhile, former public works secretary Rogelio Singson confirmed that even before it was blacklisted in 2020, one of the firms linked to Sarah and Curlee Discaya, St. Gerrard Construction, had already been suspended in 2015 over a tax-related issue.
