Porac Mayor Jaime Capil surrenders on graft charges, posts bail

Porac, Pampanga Mayor Jaime Capil surrendered on December 2 after an arrest warrant was issued for seven counts of graft charges related to the Lucky South 99 POGO hub.

The Presidential Anti-Organized Crime Commission (PAOCC) filed the case, accusing Capil of allowing Lucky South 99 to operate despite having only a Certificate of No Objection and an unrenewed gaming permit from Pagcor.

Capil allegedly failed to inspect the POGO hub despite reports of torture, financial scams, and prostitution.

The Office of the Ombudsman had previously ordered Capil's dismissal in April 2025 for gross negligence concerning the POGO operations, and recommended his forfeiture of retirement benefits and a lifetime ban from government positions.

Despite his dismissal and disqualification by the Comelec, Capil was re-elected as mayor in May 2025.

Capil posted a total bail of P630,000 before the Pasig Regional Trial Court Branch 265, leading to the withdrawal of his arrest warrant.

His arraignment and pre-trial are scheduled for December 11.
