The loan agreement was formally exchanged on Friday, January 17, 2025, at the Department of Finance office in Manila.
Construction is scheduled to begin in 2025, with completion expected in 2029.
DPWH Senior Undersecretary Emil K. Sadain stated that the project will offer a faster alternative to the South Luzon Expressway, easing congestion and improving travel times.
The project is expected to drive regional tourism, stimulate economic growth, and create opportunities for businesses in Metro Manila, Laguna, Rizal, Cavite, and Batangas.
