This incident, which occurred at an altitude of 15 to 18 feet, is the first reported instance of a PLA Navy helicopter harassing fishermen at such a low altitude.

Fishermen from Quezon, Palawan, who were in the area to fish, documented the harassment with videos and photographs, which they then sent to the PCG.

The PCG responded immediately to support the fishermen, especially amid rough seas and heavy rain, with BRP Cape Engaño reaching them first, followed by BRP Melchora Aquino.
