NFA prioritizes farmers in palay purchasing with new rules

The National Food Authority (NFA) is implementing stricter regulations for purchasing palay to prioritize registered farmers over traders.

NFA Administrator Larry Lacson stated the new rules aim to address concerns that traders have been profiting from the NFA's palay procurement system.

Under the revised guidelines, farmers must be registered in the Registry System for Basic Sectors in Agriculture (RSBSA) to sell palay to the NFA.

Land ownership is not a requirement for selling palay to the NFA.

Each farmer is limited to selling a maximum of 100 50-kilogram sacks of palay per farmer to ensure equitable access.

The NFA aims for an ideal floor price of at least P16 per kilogram, considering production costs range from P12 to P14.

Farmers also receive seeds, fertilizer, cash assistance, and mechanization support under the Rice Tariffication Law.

The NFA plans to purchase 600 trucks by 2028 to improve its logistics.
