BuCor reports 22.4% drop in NBP inmate congestion

The Bureau of Corrections (BuCor) reported a 22.4% decrease in inmate congestion at the New Bilibid Prison (NBP), with the congestion rate dropping from 313% in 2022 to 243% in 2025.

This reduction was achieved through the transfer of 11,601 persons deprived of liberty (PDLs) from NBP to other facilities and the release of 23,629 PDLs between June 2022 and June 2025.

The release of PDLs represents a 41.35% increase compared to the previous administration's first three years, attributed to the efficiency of the Management Screening and Evaluation Committee, the implementation of the Good Conduct Time Allowance, and expanded access to parole and executive clemency.

BuCor received P6 billion from President Ferdinand Marcos Jr. for the construction of eight new dormitories, including a supermax facility in Sablayan.

Recently, 300 PDLs were transferred from NBP to the Sablayan Prison and Penal Farm, arriving safely.

Despite these efforts, BuCor still requires 32 additional dormitories, estimated to cost PHP14.6 billion, to address the existing backlog.
