NBI probes death of ex-DPWH undersecretary Catalina Cabral

The National Bureau of Investigation (NBI) is investigating the death of former Department of Public Works and Highways (DPWH) Undersecretary Catalina Cabral.

Cabral was last seen alive on Thursday, December 18, and her body was later discovered by the Baguio police along the Bued River, 20 to 30 meters below the highway.

A viral dashcam video taken along Kennon Road on the morning of December 18 shows an SUV parked by the roadside with a woman sitting on a concrete barrier, which authorities say is consistent with initial findings.

The NBI confirmed that the SUV in the video matches where Cabral and her driver had parked.

Department of the Interior and Local Government Secretary Jonvic Remulla confirmed the authenticity of a selfie photo taken by Cabral's driver, matching the individual seen in the dashcam footage.

Authorities have confirmed the recovered body is that of Cabral, and the focus of the investigation is now on establishing what happened.
