NAPOLCOM files raps vs 12 MPD cops for alleged abduction, extortion of delivery riders

The National Police Commission (NAPOLCOM) has filed administrative charges against 12 Manila Police District (MPD) officers for alleged abduction, illegal arrest, and extortion of two delivery riders.

The implicated officers, formerly of the MPD Drug Enforcement Unit, are facing charges including grave misconduct, grave dishonesty, and conduct unbecoming of police officers.

The delivery riders, Chester Dumaran and Nicole Owen Solleza, separately accused the officers of forcing them into a car and driving them around Rizal province for hours on September 9 to coerce them into confessing to a fabricated drug case.

Dumaran managed to escape when the car returned to Manila, while Solleza was taken to the MPD headquarters before being released for further investigation.

NAPOLCOM's Inspection, Monitoring and Investigation Service (IMIS) Director Edman Pares stated that the charges stem from the abduction, coercion, and demands for the riders to admit to drugs and a fabricated case.
