PBBM signs Lifelong Learning Development Framework Act

President Ferdinand "Bongbong" Marcos Jr. signed Republic Act 12313, the Lifelong Learning Development Framework Act, on October 23, 2025, institutionalizing a framework for lifelong learning for Filipinos.

The law emphasizes the State's commitment to promoting lifelong learning to ensure Filipinos have access to full, productive, freely chosen, and decent work.

It guarantees equal opportunities for all citizens to engage in lifelong learning, based on their willingness to voluntarily participate and study.

The framework aims to promote inclusive learning, revitalize learning in families and communities, facilitate learning in the workplace, and extend the use of modern learning technologies.

It also seeks to ensure the quality of learning and foster a culture of learning throughout life.

"Lifelong learning shall not be exploited as a tool for political propaganda or personal prejudice," the law states.

The Philippine Qualifications Framework - National Coordinating Council (PQF-NCC) is empowered to develop and implement the lifelong learning framework and its master plan.
