Palace adopts plan to end insurgency by 2028

Malacañang officially adopted the National Action Plan for Unity, Peace and Development (NAP-UPD) 2025-2028 through Memorandum Circular 83 to end insurgency by 2028 using a whole-of-nation approach.

National Security Adviser Eduardo Año stated that the plan aligns with President Ferdinand R. Marcos Jr.'s agenda for inclusive peace, sustainable development, and genuine unity.

The NAP-UPD operationalizes a people-centered approach rooted in human rights and democratic values, emphasizing governance reforms, social investment, and community-driven development.

It empowers local governments and communities to resolve conflicts and build resilience.

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), under civilian leadership, will implement the plan through inclusive consultations and localized peace engagements.
