Manila mayor, 14 officials face graft raps over Liga ng mga Barangay leadership dispute

Manila Mayor Francisco "Isko Moreno" Domagoso, Vice Mayor Chi Atienza, and 13 other city officials are facing graft, usurpation of authority, grave misconduct, and grave abuse of authority charges before the Office of the Ombudsman.

The complaint was filed by Dr. Leilani Lacuna, sister of former Manila vice mayor Honey Lacuna, after she was allegedly unlawfully removed from her position as Liga ng mga Barangay president and ex-officio member of the city council.

Lacuna alleges that Domagoso and his allies intervened in the process, threatened barangay captains, and used intimidation to force her out of office.

She stated that the actions were politically motivated, suspecting a vendetta against her due to her sister's past rivalry with Mayor Domagoso in the 2025 mayoral elections.

The Manila city government responded by stating they respect the will of the majority of barangay chairpersons who voted in favor of new officers for the Liga ng mga Barangay.
