LTO Chief Assistant Secretary Vigor Mendoza II warned that the driver's license could face a 90-day suspension if identified and found to be licensed, with more severe penalties if unlicensed or possessing an expired license.
The van involved in the incident is company-owned, and the LTO has also issued a show-cause order to the company.
The company must explain why it should not be held liable for allowing a 'discourteous' person to operate its vehicle.
