Isko Moreno leads Manila mayoral race with 63% voter preference

Former Manila Mayor Francisco "Isko Moreno" Domagoso leads the mayoral race for Eleksyon 2025 with 63% voter preference, according to an OCTA Research survey.

Incumbent Mayor Honey Lacuña is in second place with 18% preference, a 3 percentage point increase from March.

Tutok To Win party-list representative Sam "SV" Verzosa Jr. holds steady in third with 16% preference.

The survey, conducted from April 20 to 23, 2025, among 1,200 registered voters, shows Moreno leading in all six of Manila's districts.

However, the race tightens in the third and fourth districts, with Moreno at 49% and 45% respectively in those areas.

The survey was commissioned by Robert Oca of the Associated Workers Union and has a margin of error of ±3%.
