ICI to finish flood control project probe in 1-2 months

The Independent Commission for Infrastructure (ICI) may conclude its investigation into alleged anomalous flood control projects within one to two months, with findings to be turned over to the Ombudsman's office.

Ombudsman Jesus Crispin Remulla stated that the ICI is not meant to be a permanent agency and its functions may be taken over by his office.

Remulla mentioned that the ICI's accomplished work will greatly help the Ombudsman's office in speeding up the investigation and gathering of evidence.

The Ombudsman's office plans to hire young lawyers in the coming year to continue the work.

ICI, created on September 11, 2025, to investigate multi-billion-peso corruption in flood control and other public infrastructure projects, is barely three months old.

Under the current setup, ICI submits referrals to the Ombudsman, who then conducts fact-finding and preliminary investigations before deciding whether a case reaches the courts.
