ICI inspects DPWH flood control projects in QC, finds policy violations

The Independent Commission for Infrastructure (ICI) inspected Department of Public Works and Highways (DPWH) flood control projects in Quezon City.

ICI Chairman and Former Associate Justice Andres Reyes Jr. led the inspection, accompanied by former DPWH Secretary Rogelio Singson, Baguio City Mayor Benjamin Magalong, and DPWH Secretary Vince Dizon.

Quezon City Mayor Joy Belmonte had previously met with the ICI team and turned over the city's findings on its own investigation into flood control projects.

Among the inspected projects were pumping station projects in Matalahib and Mariblo creeks, which the city government had flagged for policy violations.

Mayor Belmonte disclosed that out of 331 flood control projects implemented by DPWH in Quezon City from 2022 to 2025, only two had the required certificate of coordination with the city.

She further stated that 305 projects, amounting to P16 billion, are not aligned with the city's drainage master plan, including 91 drainage works in areas not prone to flooding.

Mayor Belmonte had previously confirmed plans to issue cease-and-desist orders to ongoing projects deemed disadvantageous to the public.
