House Speaker says Duterte's 'shoot them dead' remark not literal

House Speaker Alan Peter Cayetano stated that President Duterte's controversial "shoot them dead" order to authorities was not meant to be taken literally.

Cayetano explained that the President's statement was made in the context of dealing with the leftist group Kadamay, who allegedly instigated a riot during the distribution of government aid.

He clarified that the order implies that law enforcement can use necessary force if individuals resist arrest or incite violence during the enhanced community quarantine (ECQ).

The Speaker emphasized that the President's directive was aimed at ensuring public safety and order during the public health crisis.

Cayetano urged the public to understand the President's manner of expression, suggesting that officials should exercise maximum tolerance but still arrest "hardheaded" individuals.

He also criticized certain groups for injecting politics into the current challenging situation, suggesting there are forces trying to undermine the government.
