COA: Ex-DPWH execs in Bulacan face graft raps over P390-M ghost projects
The Commission on Audit (COA) has found that former officers of the DPWH Bulacan First District Engineering Office may face graft and corruption charges for four "ghost" flood control projects in Bulacan, valued at nearly P390 million.
The identified projects include a control structure on Angat River (P92.6 million), a slope protection structure and waterways in Batangay Bunsuran, Pandi (P98.9 million), and two similar projects on Bocaue River in Barangay Bambang (each P98.9 million).
These projects were awarded to Wawao Builders and a joint venture between TopNotch Catalyst Builders Inc. and One Frame Construction Inc.
COA's fraud audit findings indicated that the projects were either non-existent, had mismatched locations, or overlapped with existing structures.
The implicated individuals may face charges for graft and corruption under RA 3019, malversation, and falsification of documents, as well as violations of COA Circular No. 2009-001 and the Government Procurement Reform Act.
The COA has submitted its findings to the Office of the Ombudsman, which may lead to criminal cases.
