Chief Presidential Legal Counsel Salvador Panelo defended the bill, asserting that it accurately defines terrorism and does not target dissent, advocacy, or protests.

Panelo also explained that extended detention for terror suspects is necessary to prevent them from executing further attacks or alerting their associates.
