DPWH drivers say suitcases held millions in kickbacks

DPWH drivers testified under oath that they transported suitcases filled with millions of pesos as part of an alleged kickback scheme for anomalous flood control projects.

Driver Andrei Balatbat confirmed delivering six to eight suitcases to a house in Valle Verde, though he could not confirm its owner, while Christian Santiago admitted to seven deliveries at a Fairview gas station involving vehicle-to-vehicle suitcase transfers.

Both drivers denied knowledge of the suitcases' contents.

Ex-Bulacan district engineer Henry Alcantara claimed under oath that the suitcases contained anywhere from P30 million to P50 million.

Alcantara stated that a typical suitcase could hold P30 million to P40 million, with some rare instances reaching P50 million.
