DOTr reopens PUV modernization consolidation applications

The Department of Transportation (DOTr) has reopened applications for public utility vehicle (PUV) operators to consolidate under the government's modernization program through Department Order No. 2025-009, allowing those who missed the initial April 2024 deadline another chance to join.

For routes with over 60% consolidation, operators and drivers of public utility jeepneys and utility vehicle express can join existing consolidated transport service entities (TSE).

Transportation Secretary Vince Dizon emphasized the need to help those who have already modernized and joined the program, stating, "We need to give them reprieve so they don't end up losing money."

He also noted that the directive ensures operators who failed to consolidate by the deadline still have a path to operate legally, either by joining an existing cooperative or forming their own.

The DOTr aims to alleviate financial difficulties for operators and cooperatives facing challenges with loan payments for modernized vehicles, with modern jeepneys costing over P2 million.
