Passengers themselves will not be fined, but drivers and operators may face penalties ranging from P1,000 to P10,000 for violations.

Exemptions include individuals with medical conditions preventing vaccination, who require a medical certificate, and those obtaining essential goods or services with appropriate documentation.

The DOTr is deploying "mystery passengers" to ensure compliance with the policy.
