DOJ task force flags slow prosecution of PhilHealth cases

The DOJ's Task Force PhilHealth has flagged the "low and slow" prosecution rate of cases against erring PhilHealth employees and healthcare institutions (HCIs).

Resigned PhilHealth legal chief Rodolfo Del Rosario, Jr. confirmed that only 50 out of thousands of cases have led to formal charges, with another 70 processed.

One significant case involves fraudulent claims amounting to approximately PHP2.1 billion.

Del Rosario also stated that while 1,003 cases involving HCIs were endorsed for criminal complaints, only 11 have been filed.

Public coffers have lost an estimated PHP4.7 billion through HCI-related issues, including fraudulent claims.

Del Rosario explained that PhilHealth's policy favored settlement over prosecution to avoid dampening "esprit de corps."

He also claimed that regional offices lacked resources to promptly file criminal complaints against HCIs.
